Sažetak
Two fundamental institutions of economic life, the market and the state, cannot be observed separately, because one influences the other and they are in permanent interaction. The market is irreplaceable in its allocative function, but it does not ensure equity, because it produces inequalities in income. The market efficiency is determined by state intervention through public financing system, which exist only to correct found faults, defects and imperfections in market functioning. In other words the systems affect: monopoly, the suply of public goods, externalities and the income redistribution. In order to realize income redistribution through its interventions, the state acts through social transfer systems, i.e. transfer allowances. The state has the authority to intervene on the market to execute redistribution upon termination of a market process. Since the market is still the principal actor, that determines differences in incomes and people’s life opportunities, the state intervention in social sector is of a great importance. Two processes characterize today’s world: globalization and transition. Globalization affects the welfare i.e. social state. Although various welfare states have got different systems of social security and protection which, more or less, distribute the national income and intervene in the care of poor and socially endangered population, determined problems (among which poverty, inequality, unemployment and high social expenditures need to be emphasized) appear in all counties worldwide. Therefore, many facts, which influenced the post-war creation of a welfare state, must be changed in globally oriented economic conditions.
