Sažetak
Latvia as well as several other European countries is facing high unemployment rates in recent years. In September 2010 unemployment exceeded 15% in Latvia. Therefore necessity to increase employment is of importance. One of the tools used to promote employment is active labour market policy. Active labour market policy was introduced in the European Union in 1970- ies already (Hill, Halpin, 2008) and since that time analysis of labour market policy measures have been provided in scientific literature (O'Connell, 2000, Esping-Andersen, 2002, etc.) both supporting and criticising the measures. One of the active labour market policy measures used in Latvia for promoting employment is the measure "Workplaces with stipend programme", in frames of it persons receive LVL 100 (approximately EUR 150) scholarship for 40 hours weekly work. Despite the comparatively small amount of money provided in frames of the program, there are more persons willing to participate in it than the places are available, therefore discussions in Latvia on the possibility to reduce scholarship by 20% for persons participating in the programme are taking place in Latvia. Taking into account the afore mentioned, the aim of the paper has been set - to analyse theoretical aspects of active labour market policy and provide description of active labour market policy measures in Latvia, concentrating on analysis of the measure "Workplaces with stipend programme". The tasks set for the research paper are to discuss positive and negative aspects of active labour market policy, characterise active labour market policy in Latvia, ensuring deeper analysis on the measure "Workplaces with stipend programme", and elaborate suggestions for improvement of the measure that will be useful not only for Latvian, but other European institutions as well. The methods used for the research involve content analysis, policy planning documents' analysis and analysis of experts' survey (experts dealing with labour market issues in Latvia) and analysis of municipality representatives survey (representatives from all - 127 Latvia's municipalities were asked to participate in the survey, and out of them 107 municipalities provided answers). It is concluded that support provided in frames of the programme, is optimal, taking into account the current economic situation in Latvia. At the same time several problems may be considered concerning the measure, for example, many people involved in the measure are not interested in work due to low money provided, due to their problems with alcohol and/or due to several other aspects.
