The aim of the study is to explain the implications of the NEG on the SEE and to emphasise the challenges for the mentioned countries, especially today in a time of economic crisis. The paper analyses the location of production in the case of Croatia. In accordance with that, the location quotients, based on the National Classification of Activities, are calculated at regional level so the core activities for the potential cluster development are identified. The cluster analysis is conducted and the Croatian counties are grouped according to the determined core economic activities. The results of the research point to ample cluster development potential in Croatia that will be significant for the further researches of companies’ interconnections in Croatia, but also across the whole SEE region, as well as for its better integration in the European and world economic movements.
