Sažetak
The subject of this paper is managing of the enterprises for the production of public goods in an institutionally non-regulated surrounding. The primary motive for this research is the difficult state in the sector for production of public goods in Serbia; this is also an attempt to explore some realistic model for to improve the performances of the enterprises for the production of public goods. At the core of the production of public goods lies the need to work within a hierarchically organized surrounding in the market-oriented production model. The center or the commanding body is the one that determines “What, how much and under which conditions something should be produced?” Therefore, in accordance with the allocation of responsibilities in the administrative – hierarchical surrounding, it is the task of the public factor to find solutions to the following issues: (1) the improvement of internal and external management and control system, (2) internal organization restructuring, (3) labour force reduction, (4) withdrawal from those business activities that can be organized on commercial grounds, and (5) the creation of the capital base needed for revitalization, modernization and new construction, in order to rationalize business operations and to make the economy and the quality of production of public goods socially acceptable. This makes the entire process of increasing the production efficiency highly subjective. In this sense, the issue of efficiency increase in the area of public goods production in Serbia remains open. The solution to this problem depends mostly on the change of perception and the attitudes of the political and economic elite and on the development of higher social responsibility awareness that is in compliance with (minimal) European standards.
