Sažetak
The paper analyses the effects of transition in Albania and specifically in its 36 administrative Districts. It offers a comparison of the social and economic development between the districts in some aspects like migration, agriculture, poverty and social exclusion. The migratory movements are one of the most visible results of the country’s transition in the last decade. The people are moving from the less developed areas of the country towards the most developed, coastal, western Districts. In many cases this is the first step of a programmed emigration process. A weak development of agriculture raises many issues. Although Albania is an agricultural country, growth is concentrated in the less agricultural Districts of Albania. In the rest of the country, especially in Northeast, the agriculture is mostly of mere subsistence. In these Districts there are high poverty, unemployment and school drop out rates. The social exclusion index that comprises these three factors is higher than in the rest of the country.
