Sažetak
With the new challenges and opportunities for access to information important to sustainable development in this era of rapid globalization, it is imperative that developing nations establish a more comprehensive national information and communication technology (ICT) policy at the forefront of its national agenda. Information is increasingly becoming the key factors in production and exchanges in which countries can capitalize on to better perform in the international market. Simultaneously, the emergence of privatizing telecommunications has rapidly increased in both developed and transitional countries, creating incentives for attracting investment. Yet these countries have chosen different approaches to privatization. As a result the degree of competition, regulatory policy and approaches to opening domestic telecommunication markets global vary widely, leading to different challenges among these countries. The purpose of this report is to examine obstacles and opportunities the privatization programs are facing in transition economies with an emphasis on the Republic of Moldova.
