In the Croatian tourism, rural tourism as one of its priority becomes an important part of selective tourism offer. Innovative projects in rural areas connected in the form of clusters are the main force of regional Croatian development. Rural tourism has no specific strategy of its own, because it hasn’ t been recognized as an amalgam of different activities, but has most frequently been viewed through agrotourism, which has always and exclusively been considered as a complementary activity. (Hajdaš Dončić, S. et al: 2007). This paper explores the potential of agrotourism clusters in Istria in the form of agrotourism destinations and visitor attraction product. The aim of the paper is to investigate agrotourism cluster as an operative organization in the function of attraction marketing and tourism product development. This paper explores the possibility of socio-economical, organizational, cultural, educational and environmental properties of one Istrian cluster and the level of connection to the other clusters in the region. Proposed methods are applied on the actual development projects to evaluate all benefits of the proposed approach.
