Contemporary living and business conditions require acting in accordance with norms of sustainable growth and adjustment to the globalization processes. In this process human resources play a strategic role. In order to implement their potential better it needs to be properly managed. Hence, the authors have for the purpose of this paper investigated the management over quality of human resources in more important public services (on the sample of Istrian District), due to cause - effect relationship between efficiency of employed in those services and economic development. The research has shown that the level of formal education and age of employed in public services remained satisfactory, while in managing of human resources quality there is a presence of traditional approach which does not enable for efficient and qualitative offering of services.
