The paper is a research work investigating new trends of modelling in regional economies. Its starting points is the new concept of development taking, as the key development criterion, the advancement of the quality of life, while economic growth comes off second-best. It is established that with modelling it is important to take into consideration also the dynamism of economic flows and their growing interdependence when political, social and cultural processes are concerned. This calls for a new approach to modelling and selection of a combination of quantitative and qualitative methods. The paradigm in the research work is the Croatian County of Primorje and Gorski Kotar.
